Kementerian Agraria dan Tata Ruang Republik Indonesia adalah kementerian yang mempunyai tugas menyelenggarakan urusan di bidang agraria/pertanahan dan tata ruang dalam pemerintahan untuk membantu Presiden dalam menyelenggarakan pemerintahan negara. Kementerian Agraria dan Tata Ruang berada di bawah dan bertanggung jawab kepada Presiden.

Rekrutmen Konsultan Individu Proyek ILASPP Kementerian ATR/BPN


1. Administrative Staff

The Specialist will be engaged for full-time assignments that are initially expected for 5 (five) months and extendable based on needs and performance. The assignment is expected to start from August 2026.

  • Supporting Land Valuation and Land Economics activities;
  • Preparing documents required in the procurement process for third parties for the 2026 Creation and Updating of Land Value Zone Maps under the ILASP Project;
  • Monitoring document completion and review results related to the 2025 Creation and Updating of Land Value Zone Maps under the ILASP Project on the World Bank STEP website;
  • Preparing contract documents;
  • Preparing budget disbursement documents for the 2026 Creation and Updating of Land Value Zone Maps under the ILASP Project;
  • Archiving all documents related to the 2026 Creation and Updating of Land Value Zone Maps under the ILASP Project in both soft copy and hard copy formats; and Reporting monthly activities to the Head of Administration Subdivision of the Directorate of Land Valuation and Land Economics

Qualifications:

  • Minimum education: Bachelor’s degree (S1) in Accounting/Administrative science/Management/Economics/Informatics Management;
  • At least 2 years of experience working in Ministries/Agencies or Provincial/Regency/City Governments in administrative fields;
  • Proficiency in data processing and presentation software such as Microsoft Office (PowerPoint, Excel, Word) and Canva;
  • Good proficiency in Indonesian and English;
  • Portfolio available for presentation during the interview; and
  • Willing to work full time.

2. Full Stack Programmer

The Specialist will be engaged for full-time assignments that are initially expected for 5 (five) months and extendable based on needs and performance. The assignment is expected to start from August 2026.

Full Stack Programmer under supervision and coordination of the Project Leader will be responsible, but are not limited to the following:

  • Developing the existing land value mapping system in accordance with organizational needs;
  • Analyze and create predictive land value calculation models (both zone-based and parcel-based) using existing or new methods;
  • Developing new features required for land value mapping within a GIS-based application;
  • Build or identify spatial analyses related to land value mapping using various relevant or correlated data conditions;
  • Visualize the results of spatial analysis (as mentioned in point d) on an existing portal/dashboard;
  • Performing data queries for analysis and validation purposes as part of system development;
  • Carrying out maintenance activities for the existing system.

Qualifications:

  • Minimum education: Bachelor’s degree (S1) in Computer Science/Informatics Engineering/Information Systems;
  • Minimum 3 years of experience as a programmer;
  • Proficient in programming using HTML, CSS, JavaScript, PHP, and knowledgeable in SQL;
  • Understand the implementation of frameworks such as Laravel or CodeIgniter;
  • Familiar with GIS tools: Google Maps, ArcGIS, QGIS, Geoserver;
  • Proficient in using version control systems such as SVN and GIT;
  • Experienced in application deployment;
  • Possess a portfolio that can be presented during the interview;
  • Willing to work full-time.

3. Data Analyst

The Specialist will be engaged for full-time assignments that are initially expected for 5 (five) months and extendable based on needs and performance. The assignment is expected to start from August 2026.

Data Analyst under supervision and coordination of the Project Leader will be responsible, but are not limited to the following:

  • Participating in all activities conducted by the Directorate of Land Valuation and Land Economics;
  • Collecting data related to land valuation and land economics;
  • Verifying land valuation and land economics data;
  • Processing land valuation and land economics data;
  • Conducting analysis of land valuation and land economics data;
  • Preparing analytical reports on land valuation and land economics data

Data Analyst shall have the following minimum qualifications and experience:

  • Minimum education of a Bachelor’s degree (S1) in Statistics, Geostatistics, Urban and Regional Planning;
  • At least 1 (one) years of experience as a Data Analyst;
  • Proficient in using the R programming language and SPSS software;
  • Preference will be given to candidates with experience in processing and analyzing  large-scale data to generate insights;
  • Understanding of statistical processing methods ranging from basic techniques to
  • Geographically Weighted Regression (GWR) and Kriging regression;
  • Experience in visualizing data analysis results;
  • Possession of a portfolio to be presented during the interview;
  • Willingness to work on a full-time basis.

The consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulation for IPF Borrower (September 2023). The expressions of interest must be delivered to the email below by July 9, 2026 at 10.00 WIB. The email has been received by the working group.
